Naruto looked at her and mockingly smiled.
"I’m sorry, Elder Hokage. Your duty is to advise me. I am the Hokage. My decision is final. Until the Judicial Committee is formed, my decisions are final."
"Pfft!"
Kakashi almost laughed through his mask. He never thought Naruto would give such a shocking realization of reality in just a few seconds.
That’s right! Naruto was the Hokage. That meant no matter what his decisions were, they were final.
Tsunade’s face darkened as she glared at Kakashi, forcing him to look away.
Naruto clicked his tongue and said.
"Of course, I understand your point of view. Ninjas have a lot of tricks. If someone manages to control the Judicial Committee or even send a spy in that committee, it can be disastrous."
"After all, it’s just three people. But putting aside the Kage-level strength limitation, there are other restrictions."
Naruto looked at the Jonins and said.
"If you want to become a part of Judicial Committee, you must complete fifty S-Rank Mission, 250 A-Rank Mission, 500 B-Rank Mission and 1000 C-Rank Mission."
Shikaku raised his hand and asked.
"Lord Hokage, do we even have that many missions?"
Naruto nodded and said.
"That’s right! There are a lot of new projects that will be introduced in Konoha, increasing the mission rates."
"So, do not worry about it. Even in the past, Orochimaru has completed 108 S-Rank missions, 491 A-Rank missions, 521 B-Rank missions, 332 C-Rank missions, and 16 D-Rank missions."
"Jiraiya has completed 138 S-Rank missions, 614 A-Rank mission, 684 B-Rank missions, 345 C-Rank missions, 58 D-Rank missions."
"So, there is no reason to worry about a lack of missions. If the Hokage can’t even distinguish a spy or a personality after so many missions, such a Hokage doesn’t deserve that position."
"Besides that, the Hokage can’t choose the Judicial, Elder, or Department Heads. All of them are selected by a voting system."
Naruto pointed at them and said.
"That means if you want to be a part of any departments, elder position, or Judicial system, you must’ve influence and understanding with other ninjas."

"In the future, there might be more people vying for same positions but right now, are there any qualified individuals like Ibiki for Torturer Department, Inoichi Yamanaka for Information Department?"
"So, every department position can only be held for two terms. Each term has a ten-year time limit."
"During those ten years, Department Heads, Elders, or Hokage can only be removed through a petition method from the Judicial Committee."

"Please check these scrolls! I have written all the rules and positions."
As he said, Tsunade stepped forward and picked one of the scrolls. Asuma and Hiashi also stepped forward and picked their respective scrolls.
Naruto had already mentioned the Judicial Committee’s powers, but there were still a lot of things that he hadn’t said.
For example, from now on, any individual living in Konoha can leave a case in the Judicial Building.
It also allowed the ninjas to be involved in ordinary matters of ordinary people without using their powers.
It also allowed ordinary people to make cases against the ninja. This was quite complicated, as it could create a bunch of problems for ninjas.
But that was the problem the village needed to solve itself.
On the other hand, the Elder Committee would have a total of five people. Each elder presided over a certain power structure of different departments.

Mission Rating Department would take the mission, understand the situation of the mission, and give it a rating before passing it to the next department.
Mission Establishment Department would handle rewards and requirements of the missions before passing them to the next department.
Mission Producing Department had one job. Finding ninjas who could fill the requirements of the missions.
Mission Rating Department had direct contact with the Anbu, while Mission Establishment Department had direct contact with money.
Only the Mission Producing Department had no connections with other departments. Each department had a certain Department Head.
The job of the Department Heads would be to do basically what Naruto was doing these days.
If there was any problem in missions after the completion or during the progress of the mission, only then would the Department Head notify the Hokage.
Or, if the Hokage found something, he could directly check the records.
There were a total of eight systems and fifteen departments.
Mission, Education, Health, Barrier, Intelligence, Ranking, Security, and Anbu.
Mission System had three departments.
The Education System had only one department.
The Health System had three departments as well. They were the Hospital Department, Pharmacy Department, and Support Department.
The Barrier System had only one department, which was the Barrier Department.
The Intelligence System had two Departments which were Torturer and Intelligence Departments.
The Ranking System had only one department, which was responsible for giving ranks to certain shinobi or completing their advancement.
The Security System had two departments, which were the Police and Prison Departments.
The Anbu System had two departments, which were the normal and core Anbu. Both had different Department Heads and different roles in the village.
