As more time passed, Naruto started focusing some of his attention on changing the way Konoha’s political system worked.
Every single document would pass through him. That meant that without him, much of the work wouldn’t continue.
So, Naruto called a meeting among the Jonin of the village. He formed a proper model in his mind with the help of his parents.
Now, he had to put this model in front of others.
"Lord Hokage!"
"Greetings, Lord Hokage!"
Many of the Jonin greeted him as they entered the meeting room and stood in front of him.
There was a large table in front of them, but there was only one chair where Naruto was sitting.
Jiraiya was absent since he had gone to the Roran city, while Tsunade was standing on the side, next to Shikaku and Kakashi.
"Now that everyone is here, let’s start this meeting. First of all, I would like to ask you a question."
"How many of you are aware of the Second Hokage’s personality? Please raise your hand!"
Naruto asked directly.
This question stumped everyone. Except for a few individuals, others hadn’t met the Second Hokage.
These few individuals included old Jonin and Tsunade.
Since the Hokage had ordered, those people had no choice but to raise their hands. Tsunade rolled her eyes and raised her hand.
"It seems like not a lot of people know much about the Second Hokage, but many of you should know about his involvement in the political structure of the village, right?"
They did know this.
After all, whether it was the position of Anbu, different departments and their powers, everything was linked directly to that position.
The only thing that wasn’t directly under the Hokage, it was Security Force. But even that no longer existed.
"Well, I’m gonna change all of that."
Naruto said as he took out a few scrolls and started unfurling them on the table.
"Is it right? Second Grandpa was one of the most brilliant people who have ever appeared in the world."
Tsunade spoke. In her eyes, there was probably no one smarter than Second Grandpa.
Hearing that, other Jonin also nodded. After all, this was the Second Hokage they were talking about.
The man made Konoha in a way it is right now.
"I don’t deny that. But he is still bound by the idea of clans, or rather, his plans for Konoha were bound by the ideas of clans."
"When Konoha was just formed, almost every single ninja was a part of a clan. If you are not a part of the clan, you don’t survive or become a ninja."
"The Second Hokage understood that if he gave power to these clans, they would definitely use it for their clans, thus inciting corruption."
"We’ve already seen this with Danzo and the Elders. So, there is no reason to discuss whether he was right or wrong."
"He was definitely correct."
As he said that, most of the Jonin who were part of the clan couldn’t say no. It was normal for a person to contribute to their family.
"But now, times have changed. Why? Because if the idea of clan still existed in the mind of everyone, I would’ve started the war and conquered all four countries."
At this moment, Naruto released a slight part of his Chakra and said.
"I possess the strength to do that now."
The pressure was quite strong for these Jonin. Except for Kakashi, Might Guy, and Tsunade, almost everyone felt that pressure on their bodies.
Kurenai, being a Genjutsu master, felt even more.
Fortunately, Naruto withdrew his Chakra instantly and continued.
"Now, everyone believes in the village. The village has become their core belief, and it will continue to be so."
"During the process, three wars have happened, and three wars have given birth to many exceptional individuals."
"Some come from clans; some were just talented. Putting aside my generation, the previous generation are now either Special Jonin or Jonin."
He said while looking at different people, including Kakashi, Guy, Asuma, Kurenai, Shizune, Genma, Ibiki, Esobu, and more.

"I spent three days making a new model for Konoha’s power structure. There will be four major positions."
"Hokage, Elder Committee, and Department Heads. Hokage still has all the power that he currently has."
"But there are slight modifications. Since some of his powers will be given to the Elder Committee and Department Heads, Hokage also has the power to veto any decision they make."
"The Elder Committee and Department Heads will handle certain roles in the office, controlling a certain part of Konoha’s power structure."
"Now, there is another committee- the Judicial Committee. This committee is rather simple. It chooses three individuals with Kage-level strength with forty years of experience."
At this moment, Naruto raised his hand and said.
"About the topic of strength, many of you must’ve been confused, but Konoha will soon change power ranks as well, alongside the power each rank holds."
"But that’s for another mission. As I was saying, the Judicial Committee has one role. It is to veto the Hokage’s decision."
"That means if all three of them agree on something, they can veto any of the Hokage’s decisions, and the Hokage has no choice but to follow."
"If the Hokage doesn’t follow their decisions, the Judicial Committee can start a petition for the removal of the Hokage."
"But the removal will only work if fifty percent of Konoha’s Jonin Committee plus Lord Daimyo’s decision agree to that petition."
Naruto could see the shock on the faces of many people. They never thought Naruto would simply give up such power.
After all, the Hokage’s decision had always been the final decision in the eyes of ninjas.
At this moment, Tsunade objected.
"I don’t mind if you share the power of Hokage with others, but giving someone else the power to veto the Hokage’s decision is too reckless."
"As an Elder of Konoha, I will not agree to this."
